| - | - Army Task Force 2 & 3 give heavy beating to LTTE - Mullaittivu (20.01.2009 02:43 PM SLT - defence.lk) Sri Lanka Army Task Force 2 soldiers operating east of the Udayarkattukulam tank and the Task Force 3 soldiers operating south of the Vishvamadukulam tank, in the Teravil-Oddusuddan forest reserve have been engaged in heavy confrontations with the terrorists since this morning (20.01.2009). • The Map - Mullaittivu According to the latest battlefield reports, troops of 6 Vijayaba Infantry Regiment (6 VIR) belonging to the Task Force 2 have sprung an ambush targeting the terrorists detected in the East of Udayarkattukualm around 08:00 AM. During subsequent search, troops have found 04 bodies of slain LTTE cadres, 01 T-56 riffle and a (01) motor vehicle. Elsewhere, troops of 8 Sinha Regiment (8 SR) of the Task Force 2 have captured a (01) terrorists base around 08:10 AM. Battlefield reports revealed that 05 well fortified overhead bunkers and a (01) hut were found in the captured base. The Task Force 3 troops have confronted a group of terrorists detected south of Vishvamadukulam area around 08:40 AM. The Navy’s Fast Attack Craft (FACs) intercepted a flotilla of LTTE Sea Tiger boats launched from Mullaithivu which were attempting to get away and engaged them destroying four (04) LTTE boats forcing the enemy to retreat and abandon the mission. | - | - More LTTE Dead Bodies Collected as Troops March on (20.01.2009 10:00 AM SLT - SL Army) NORTH & WANNI : TROOPS, now in full control of the strip of land in CHUNDIKULAM, JAFFNA district effectively captured two (02) LTTE boats, one (01) laden with explosives and another (01), kept hidden on the beach late Monday (19.01.2009) evening at about 05:00 pm. The capture followed a shoot-out that occurred in the same area a few minutes before a search party of the troops that covered VETTALAKERNI area began clearing. Those two (02) boats belonging to terrorists had been brought there with the intention of directing an attack on the troops. Meanwhile, troops engaged in humanitarian operations confronted LTTE terrorists in RAMANATHPURAM west, PULLIYANPOKKUARAI, in WANNI, KOTTUWALANKULAM and east of DHARMAPURAM in the KILINOCHCHI district and caused heavy damages to the terrorists on Monday (19.01.2009). In KUMANAKULAM, troops expanded their Forward Defence Line (FDL) further and the Police in the meantime were able to find a 23 kg claymore mine and 02 kg of C-4 packets of explosives. Several soldiers also suffered injuries during those confrontations. Meanwhile, troops recovered two (02) LTTE dead bodies, four (04) T-56 weapons and one (01) Light Machine Gun (LMG) from RAMANADHAPURAM west and east areas during search and clear operations conducted on the same day (19.01.2009). Meanwhile, troops operating in PUTUKKUDIYIRUPPU, PALLAIKUDUYIRUPPU and UDAYARKATTUKULAM areas in the MULLAITTIVU district confronted LTTE terrorists and inflicted heavy losses among the terrorists on Monday (19.01.2009). Search operations that followed, troops recovered twenty (20) 81 mm mortar bombs, three (03) T-56 weapons, two (02) terrorist dead bodies, one (01) twenty-foot container fixed with an air conditioner plant, three (03) temporary huts, one (01) under ground bunker and an (01) abandoned ammunition dump of the LTTE. Troops also expanded their Forward Defence Line (FDL) in PUTUKUDIYIRUPPU on the same day (19.01.2009). In the meantime, 59 Division troops engaged in a search operation killed an (01) LTTE terrorist around 07:20 am on Monday (19.01.2009) in KOKILAI, WELIOYA when the terrorist was trying to hide. The dead body of the terrorist was recovered along with his silencer weapon, two (02) silencers, thirty (30) rounds of T-56 ammunition, a (01) satellite phone, six (06) maps, three (03) hand grenades and two (02) packs from the area. . |

| - | - Plans for intercity bus service to Jaffna (20.01.2009 07:27 AM SLT - defence.lk) The Government has planned to initiate an intercity bus service from Colombo to Jaffna shortly. A spokesman for the Transport Ministry told the Daily News the Government will streamline the passenger bus service in the recaptured areas of the Northern Province with immediate effect for the benefit of commuters. He said the Government will rehabilitate the A9 road which it had taken full control of after 23 years. The intercity bus service will commence soon after reconstruction work of the A9 road was completed," he noted. "We have planned to operate five return journeys on the A9 road per day from Colombo to Jaffna," he said. Meanwhile, a passenger transport service will be initiated from Vanuniya to Jaffna as well. Here is the text of President Rajapaksa's address : Keynote Address by President Mahinda Rajapaksa to the Honorary Consuls of Sri Lanka abroad Presidential Secretariat, Colombo January 19, 2009 Hon. Minister of Foreign Affairs, Rohitha Bogollagama, Senior Officials of Government, Honorary Consuls representing Sri Lanka overseas, Ladies and Gentlemen, First, let me take this opportunity to wish you a very happy 2009. I consider this meeting with the Honorary Consuls for Sri Lanka who, at our request have arrived in Colombo from near and far as most timely and important. After being elected as President in November 2005, this is my first opportunity of meeting and interacting with you together. Therefore, I consider this a useful opportunity for me to share with you some of my thoughts in implementing the vision for my country spelt out at the commencement of my presidency. This meeting that will last for two days with a programme of briefings and various useful activities will no doubt be an occasion for you to review, re-assess and strengthen your work and activities on behalf of Sri Lanka in your region of accreditation. I believe my brief address to you today will be the launching pad to usher a new level of cooperation and contacts between the Ministry of Foreign Affairs and your offices in implementing the vision of our government in the field of our foreign relations. Dear Consuls, I recognize that all of you are personalities with distinguished careers and professions of your own. But you have come forward to serve in an honorary capacity spending your time, effort and resources to promote relations between Sri Lanka and your region of accreditation for mutual benefit. Therefore, I am grateful to you for having voluntarily accepted this task and responsibility which requires continuous commitment and sustained interest in affairs of Sri Lanka. Your representations and your work serve to fulfill an important gap in terms of Sri Lanka's representation abroad and its ability to reach out to the world since we are unable to have a larger number of home based representations in many more capitals of the world. In this context, my Minister of Foreign Affairs and I consider all of you as belonging to our extended family of officials who work hard often under difficult circumstances to represent our interests abroad. Dear Friends, We live in challenging times. While some of these challenges are global in nature, others are local. But every nation, big or small requires to deal with these challenges with the aim of providing its people, safety, security, and social and economic well-being. In an increasingly globalizing world, it is important for developing countries like ours to be mindful to focus on the "village" so that we ensure the rural economy does not suffer and is not left behind. At the same time, village concepts and habits that have served our societies well, in the past can be revived and mainstreamed in our transition to a "global village". It is my firm belief that each of our citizens should be able to contribute to the development process of Sri Lanka and also be beneficiaries of the process, becoming partners of a larger global village. Our policies for the future of Sri Lanka which are already in implementation therefore include community based rural development for the empowerment of the poor. Priority has been given to the development of infrastructure facilities. The key sectors of electricity, highways, irrigation, water supply, ports and airports, transport facilities, cities and investment zones have been prioritized for development throughout the country. My dear Consuls and Friends, Our country is blessed with many natural attributes. In addition to such bounties of nature in our beautiful Island our strategic location and commodities that we produce make us an important link to the rest of world. In this context, the Foreign Policy of our Government is based on the concept of friendship with all. For nearly five decades since Independence, we have followed a policy of non-alignment, manifesting a policy of good relations with all countries and enmity towards none. Our friendship with countries in the region is of paramount importance and we continue to endeavour to nurture good relations with them. In this regard, Sri Lanka values the opportunity accorded to chair SAARC this year. Sri Lanka also values its membership among 192 members of the United Nations family of States. And we, together with all member States of the UN, are committed to promote universal values pertaining to all fields of human endeavour. We also remain firmly committed to the Millennium Development Goals of the UN. Dear friends, Sri Lanka has achieved much despite being a developing country. Implementing the Millennium Development Goals of universal primary education, gender equality, reduction of maternity and infant mortality rates are victories we have already achieved. In terms of physical quality of life, we rank high among developing countries. In per capita income terms, we are now a lower middle income country augmented with high per capita purchasing power parity. I promised to continue talks with the LTTE, although the LTTE is not the sole representative of the Tamil community and although their basic strategies do not fulfill the needs of the Tamil people. However, my sincere efforts were rejected by the LTTE which responded with an intensified campaign of violence and terror, violating every provision of the Ceasefire Agreement that was in place at the time. As the democratically elected President of my country, I had no option but to take resolute action to defend the people of my country by taking measures to eradicate terrorism from our soil. Determined efforts by Security Forces to free civilians who have been held hostage in the areas dominated by terrorists are now bearing results in a very successful manner. Our Security Forces are not only engaged in freeing the territory held by terrorists, but they are also engaged in a humanitarian mission. Their mission is to free the people in the areas under LTTE domination and re-instate peace, freedom and democracy to the Tamil people of the North having succeeded in the East. It is time for you to inform the world of the progress we are making towards restoring democracy and freedom in the north, and counter the ill informed charges being made about the plight of the innocent Tamil people there. It is your special task to make it known that the sufferings of the Tamil people in the north are those imposed by the LTTE who falsely claim to be their liberators, but are in fact their biggest oppressors. People in your respective countries must know that these innocent Tamil people are held hostage for use as a human shield to safeguard terrorist leaders from the humanitarian forces of liberation and freedom, the heroic Sri Lankan troops. The world must know through you that the Dawn of a New Spring of freedom and development awaits the north of Sri Lanka. The defeat of terrorism will enable all communities of our country to participate openly in a process of discussion and negotiation to find appropriate durable solutions to their grievances without fear or intimidation. This would result in an honourable peace where every citizen of this country would be able to live with dignity. You can also play an important role in acknowledging the contribution of our heroic troops to the winning of a genuine freedom for all Sri Lankans, and help strengthen the many projects aimed at paying national tribute to them. As far as I know, no Army in the world has been as successful as ours, not only in combating a most dreadful terror group, but also ensuring that there were zero civilian casualties. Dear Friends, The day is not far when we would defeat terrorism and the opportunity to create a peaceful and prosperous nation in which rights of all communities are preserved and protected, becomes a reality. I endeavour to ensure the dignity and the rights of all individuals, irrespective of ethnicity or religious affiliation, and provide all my people a life with prospects for upward mobility. This brings a great responsibility on you to raise levels of awareness of Sri Lanka, abroad. This is the time for us to tell the whole world that what we fought against was terrorism and a group that espoused the cause of terrorism, and not a particular ethnic community. Dear Friends, It is for this purpose that I need the support and participation not only of people of this country, but of the international community as well. I seek your help to explain to our friends in the international community the challenges faced by Sri Lanka, a vibrant democracy, in confronting challenges it faces as a result of terrorism and in establishing a durable peace. Your role as Honorary Consuls is as important as Ambassadors representing our country. Indeed, I consider all of you as de facto Ambassadors in terms of taking my message with the positive potential of our country and goodwill of our people to those in the international community. Dear friends, As mentioned earlier in my address, chief among my efforts to build a new Sri Lanka based on my vision, the Mahinda Chintana is the improvement of living conditions of those who live in the villages. Our aim is to prevent migration from village to town by increasing the gross productivity of the village and link the village with the rest of the world. Therefore, I look to you, your experience, your wisdom and access to the world to help us in this task. I urge you to constantly stay in touch with our country and its people through all available means. You should constantly inquire about the main issues and concerns in our country. Through increased interaction and resulting understanding, it should be possible for you to even make your own assessments about the best possible ways in which to assist Sri Lanka. For you to represent Sri Lanka and speak on its behalf, a good understanding of Sri Lanka, its people and its challenges is essential. Although, this two-day interaction may not be sufficient for this task, it will provide you an invaluable opportunity to establish connections with those you will meet during your stay. That will, I am sure, mark the beginning of a new partnership with Sri Lanka. I hope that during your stay here you will use the opportunity to leave the City of Colombo and visit even briefly the interior of our country so that you see for yourselves, the villages, the scenic beauty of Sri Lanka and also assess the potential for tourism and economic development. Finally, let me convey formally my appreciation to every one of you for the service you perform for Sri Lanka and the contributions you make. We seek your services for our country not only in the traditional role of a Consul, but also to actively engage in the search for solutions to the challenges we face. I would also value your role as intermediaries in bringing foreign investors to our country, and as agents who will increase three or four-fold the number of tourists visiting us. I also request you to make your office in your home country, a centre that will place before the world the strengths of our motherland and its many attractions and gifts of nature. | - | - What really is the "Ethnic Problem" of Sri Lanka ? - by Charles S. Perera (20.01.2009 - SinhalaNet) There is supposed to be an "Ethnic Problem" in Sri Lanka. But no body has so far said what is the "ethnic problem". To solve this still untold ethnic problem, the President of Sri Lanka has appointed an All Party Representative Committee to make proposals for power sharing. But how can power sharing solve a non-existent "ethnic problem". Under the British Colonial Rule, all the important government positions were handed over to the Tamils and Muslims, and the Sinhala who were the majority was pushed to the background. It was however the Sinhala majority who spearheaded anti-Colonial movements to liberate the people from an unfriendly Colonial Rule, who were corrupting the people through Missionaries, setting up their schools, and propagating their religion. Some of our people, under threat, or lured by offer of jobs, and various other facilities, were converted to their religion, making them discard those of their own. The result of the introduction of this new religion was the corruption of our own culture, and the way of living. The later freedom movements of Sri Lanka (Ceylon), were supported by the educated upper class Tamils. After Independence, the activities of the Marxist movements by the Western Educated Sinhala intelligentsia, and then the election of S. W. R. D. Bandaranaike as the Prime Minister of a SLFP government, called for radical changes in the British Colonial administrative system that had followed Independence. The Sinhala people who had so far been pushed to the back ground by the British Rulers under their divide and rule policy, demanded their due place in the Administration, and education. The upper class Tamils who had until then enjoyed the special privileges provided to them by the British Colonial Rulers, found themselves loosing their pre-independent position in the Sri Lankan social hierarchy. S. W. R. D. Bandaranaike swept on a wave of popularity hastened to give back to the Sinhala people their rights and privileges denied to them by the British Colonial Rulers, passed legislation to make Sinhala the Official language with Tamil as the second language. This angered the Tamil upper class Vellalah Politician who were already smarting under the loss of the privileges enjoyed by them. Later on, after the assassination of the Prime Minister Mr. S. W. R. D. Bandaranaike, his widowed wife Ms. Sirimavo Bandaranaike became the Prime Minister. With new developments after the Independence, the upper class Tamil politicians held back the emancipation of ordinary Tamil people from their bondage to the educated upper class Tamils, by discouraging them from supporting Sinhala political parties such as the Lanka Sama Samaja Party and the Communist Party, by carrying out false propaganda against the left Political Movement. In the mean time the free education system commenced by Mr. C. W. W. Kannangara began to give results. Many Central Schools were established and large numbers of students from all levels of the society were being educated. But yet Sri Lanka had only two Universities one in Colombo and the other in Peradeniya. These Universities could not accommodate the large influx of students seeking University education. To overcome this difficulty the Government adopted a system of admission to Universities on a population basis, which was not favourable to students from the minority communities. This fact added to the Sinhala being declared the official language, deepened the growing discontent of the Tamil politicians, who set up the people against the government. This situation could have been stopped, if the government had acted thoughtfully by adopting a more accommodating government policy, such as making both Tamil and Sinhala Languages compulsory subjects in the school curriculum for all students. The government could have provided crash courses to Tamil public servants to learn to speak Sinhala, and the Sinhala public servants to speak Tamil. With regard to admission to Universities, the government could have taken steps to open more Universities, and Open Universities to admit all students seeking higher education. These facilities could now be provided and the two main problems that concern the ordinary people of all the Communities could be solved, without entering into an APRC. These are not really "ethnic problems", but situations that had been allowed to grow without being attended, in the development stage of Sri Lanka as an Independent Sovereign State. The problem was amplified by the politicians seeking political mileage on these issues. It was this political rivalry between the Tamil politicians, and the government that eventually resulted in a group of youths from under privileged non-Vellalah caste taking up arms against the government and their upper class Vellalah political mentors to set up a separate State for the Tamils. They were used by India and trained as terrorists to keep Sri Lanka from developing into a dominant Island in the Indian Ocean, a challenge to India in South Asia. However, the leader of the terrorists is of the Tamil fisher caste, a low caste, in the Hindu caste system. The Tamil politicians who do not want a separate Tamil Homeland, but more political power to administer the Tamil dominated areas are trying to reap benefits from the situation resulting from the language Issue, and that of the admission of Students to the Universities on a percentage basis, projecting it as an "ethnic problem" purely for political reasons. This same "ethnic issue" is being used by the terrorists to attract the attention of the International Community which knows nothing at all about the "ethnic" problem of Sri Lanka, or how it started. They do not make any attempt to understand what it is all about, and merely call the government to find a solution to the problem ! However, the "ethnic problem" is prominently exposed to the public view, by the Tamil politicians, the International Community, the Human Rights activists, and the Amnesty International, as an un-surmountable problem, which could be solved only by negotiations for "power sharing". This power sharing is a call by the ambitious Tamil politicians. The ordinary Tamil people want only to have access to education, employment, more contact with the people of other communities, and the ability to use their own language in their contact with the government administration and justice. Above all they want a peaceful existence with their compatriots. The Tamil diaspora, supporting the terrorists in Sri Lanka to separate a part of Sri Lanka as a homeland for the Tamils also justify the call for a separate State by the terrorists, as a solution for the non-existent "ethnic problem". Therefore, in reality there is no ethnic problem in Sri Lanka, but an attempt to divide the country and keep the Communities apart haggling for a bone of contention called the "ethnic problem". . |

| - | - Helas call for national master plan (20.01.2009 - SinhalaNet) The Hela Expatriates team has called for a national master plan to revert to our sovereign nationhood of Hela and merge the non indigenous minorities into one nation of Helas – instead of identifying it as Sri Lanka. According to the Expatriates Team Tamils Muslims will be Hela-Tamils, Muslims in the Hela Nation. In this connection the expatriates have sent letter to Foreign Minister Rohitha Bogollagama. The letter is a response to offer of aid from Qatar for cultivation. State the expatriates : "This is the universal concept of nationhood without continuing with the ever chaotic and self destructive multi-nationalism of Sri Lanka. The Hela earth is the heritage of the Hela nation and there cannot be separate Tamil or Muslim national land areas. If any aid from Qatar is invited, it is for the benefit of the whole of Heladiva (SL). Reverting to the later name of Sinhele' is vulnerable as the enemies can say that Sinhele' is ONLY in the south. So our very ancient name of Heladiva initiated by our wise ancestors is still full proof. In the past aid or projects from Muslim countries to SL were directed exclusively to Sri Lankan Muslims which was in apartheid fashion posing a threat to our sovereign national security. Such contracts give the Muslim countries in the notion that this island without national ownership, hence the indigenous sovereign nation of Hela/Sinhela's natural heritage is violated and threatened. It is the same reason why the ongoing Tamil invasive terror originated as a struggle for Tamil homeland, when the obvious fact of Tamil Nadu (Tamil Country) is the genuine Tamil homeland, completely ignored to our monumental disadvantage and the risk of our extinction and Heladiva (SL) becoming the second Tamil Nadu. We surely do not need another attempted invasion by the SL-Muslims. We need to enlighten with a national master plan after not the "war" but defence exercise to fully "liberate" not capture or victory of Hela Island. | - | - When will British double standards end ? (18.01.2009 - SinhalaNet) A Sri Lankan-born Canadian resident Ira de Silva in letter to British Prime Minister Gordon Brown, Foreign Affairs Secretary, UK and the French President has asked when Britain is going to end her double standards that makes her government call bombings in that country and other parts of the West terrorism while overtly and covertly helping the LTTE to direct their terrorist campaign in Sri Lanka where thousands have been killed as a result. The following is the full text of her letter : "I am writing regarding the statement by Hon. Gordon Brown in Parliament that he was going to discuss with President Sarkozy a move to pressure the government of Sri Lanka into a ceasefire with the Tamil Tiger terrorists now that the Sri Lankan government forces finally have the Tamil terrorists on the run. No doubt it is because of the pressure on the British Government by LTTE supporters and backers in the U.K. To Mr.Sharma when Mumbai was attacked it was by "terrorists" but the Tamil Tigers to him are not terrorists even though they are considered the most brutal, ruthless terrorists in the world today. Compared to the Tamil Tigers, Al Quaeda are said to be amateurs. For thirty years Britain has been the base for Tamil terrorists who have used Britain to fund the atrocities in Sri Lanka. Fundraising for Tamil terrorism also takes place in France, Germany and other European countries as well as Australia, Canada and the U.S. The headquarters of the LTTE is in London. Their chief spokesperson, Anton Balasingham lived and carried out his work for Tamil terrorism in London. His wife, Adelle Balasingham still lives in London. She was the head of the women suicide brigade involved in their training and she hung cyanide capsules around the necks of the suicide brigade when they graduated. She attends LTTE rallies, as does Mr. Sharma under the noses of the British Government and British police even though the LTTE is supposed to be banned in Britain. Britain has all these long years overtly and covertly helped the LTTE to operate their murderous campaign in Sri Lanka. It is terrorism when bombings take place in Britain and Europe and it is condemned. However when thousands are killed in Sri Lanka it is not considered terrorism. When are these double standards going to end? To even consider a ceasefire now is to give a new lease of life to the Tamil terrorists. Is it that Britain wants more people killed in Sri Lanka? Having provided "support" for Tamil terrorism, is it not acceptable to Britain that finally Sri Lanka may be free of Tamil terrorism? If, Britain, France and other European countries oppose terrorism as they say they do then it is time to help not hinder Sri Lanka in its long struggle against Tamil terrorism." . |

| - | - SPUR : Probe Santha Fernando (18.01.2009 - SinhalaNet) Spokesperson for the Australia-based Society for Peace, Unity and Human Rights in Sri Lanka (SPUR) Ranjit Soysa has called for a police inquiry into the activities of Santha Fernando of the National Christian Council for concluding that the government was responsible for the killing of Sunday Leader Editor Lasantha Wickrematunga. In a letter to Presidential Secretary Lalith Weeratunga and Environment and Natural Resources Minister Champika Ranawaka Spokesperson Soysa has urged that Fernando be interrogated to get the evidence he supposedly has of alleged government complicity in the assassination. According to the law, if such evidence is not forthcoming, Fernando is liable to be charged in courts for misleading law enforcement agencies. A media release that Fernando has issued states : "What is utterly worrying about these heinous crimes (attack of Sirasa and Wickrematunga murder) is they coming quick on the heels of military victory over Kilinochchi which the government used to drum up a war euphoria among the people of this country. The worry is compounded with the ethnically discriminatory and threatening public statements continuously made by top most govt; officers Lt Gen Sarath Fonseka, Mr. Gotabhaya Rajapakse, Minister Champika Ranawaka and their ilk. Certainly we have almost reached the flash point in the ethnic conflict related violence. It could flare up any moment when our actions will be too late. . |

(17.01.2009 - SinhalaNet) Norwegian Ambassador in Sri Lanka Tore Hattrem visiting the Gangarama Temple, Hunpitiya, Colombo 2 with his wife on Friday apparently evinced an interest in Buddhism. • The Photo He had said that he is attracted to Buddhism very much and that he wished to visit places of Buddhist interest in Sri Lanka. The temple's Chief Incumbent, Venerable Galabada Gnanissara Thera showed the ambassador around the temple. Was the ambassador sincere in showing his interest in Buddhism or was he trying to win over Sinhala Buddhists? When an envoy of a country that had been trying to give moral and political support to the LTTE all these years, changes his tune it naturally leads to suspicion. We have not forgotten the likes of Eric Solheim who had exposed his partiality to the Tiger terrorists on many an occasion. We should always be on guard against the Norwegian Government, no matter what her envoys to Sri Lanka may say to make us relax our vigilance. . |
